Notes
The Council stated that, as Director General of Defence Industries System (itself EU-listed), he supports actions or policies that threaten Sudan's peace, stability or security; it describes DIS as producing small arms, ammunition and military vehicles for the SAF. On 9 October 2026 the Council amended his entry's function fields (Implementing Regulation 2026/2262).

OFAC stated he led SAF efforts to acquire weapons for its war with the RSF and 'has been at the center of weapons deals'; he was designated as a leader of DIS, itself designated on 1 June 2023. The release refers to SAF dealings with Iran and Russia but does not attribute those specific deals to him.
