SDN List; designated under Executive Order 13469 (Zimbabwe) [ZIMBABWE]; re-tagged under Executive Order 13818 (Global Magnitsky) [GLOMAG] on 4 March 2024
Listed
5 Aug 2020
Scope
Blocking of property and interests in property within US jurisdiction; Sakunda Holdings also designated
Notes
OFAC said in 2020 that he used relationships with senior officials to win state contracts and favoured access to foreign currency. When the Zimbabwe programme was terminated on 4 March 2024, OFAC changed his existing entry's tag from ZIMBABWE to GLOMAG (a modification, not a delisting) and stated he 'has provided high-value gifts to senior members of the Government of Zimbabwe to gain access to resources'.
Asset freeze and travel ban; asset freeze extends to entities he owns or controls, including Sakunda Holdings
Notes
The UK government stated he profited from misappropriation of property, saying Sakunda Holdings redeemed Treasury Bills at up to ten times their official value. Current UK list entry not individually re-checked (list file not machine-readable); no delisting reported in sources read.
